  • 4 tbsp unsalted butter
  • 4 tbsp all-purpose flour
  • 2.5 cups whole milk warm
  • 3 oz dried chipped beef chopped
  • 0.5 tsp black pepper

Method
 

  1. Make a roux with butter and flour.
  2. Whisk in milk until thickened.

Notes
