- Preheat oven to 350°F (175°C) and line baking sheets with parchment paper.
- Cream butter and sugar until light and fluffy, then beat in egg and vanilla.
- Whisk flour, baking powder, baking soda, and salt. Gradually mix into wet ingredients, alternating with milk.
- Prepare streusel topping by mixing brown sugar, cinnamon, flour, and melted butter until crumbly.
- Scoop dough into balls, place on baking sheet, and sprinkle topping generously.
- Bake for 12–15 minutes until edges are lightly golden.
