- Cook noodles according to package instructions, drain, and toss with 1 tsp sesame oil.
- In a skillet, cook ground beef until browned, then drain excess fat.
- Add garlic and ginger; sauté 1 minute.
- Whisk together soy sauce, hoisin sauce, brown sugar, and red pepper flakes; pour over beef.
- Add cornstarch slurry and stir until sauce thickens.
- Toss noodles, carrots, and bell peppers with beef and sauce for 2–3 minutes.
- Drizzle remaining sesame oil, garnish with green onions and sesame seeds.
- Serve immediately.
