Preheat oven to 375°F (190°C). Grease a 9x13-inch baking dish.
Cook pasta shells according to package instructions until al dente. Drain and set aside.
In a large bowl, mix cream cheese, mozzarella, parmesan, heavy cream, garlic, lemon zest, parsley, salt, pepper, and paprika.
Fold in chopped lobster and crab meat until evenly distributed.
Stuff each pasta shell with the seafood-cheese mixture.
Arrange stuffed shells in the prepared baking dish.
Pour any remaining cream sauce over shells.
Sprinkle extra mozzarella and parmesan on top.
Cover with foil and bake 20 minutes. Remove foil and bake an additional 10 minutes until cheese is golden and bubbling.
Garnish with chopped parsley and lemon wedges. Serve immediately.
