- Heat sesame oil in a skillet over medium heat.
- Sauté garlic and red chili for 30 seconds until fragrant.
- Add ground beef and cook until browned.
- Stir in soy sauce, fish sauce, and brown sugar; cook 2–3 minutes.
- Prepare vegetables and herbs; slice carrots, cucumber, bell peppers, and rinse basil.
- Dip rice paper in warm water briefly if using.
- Place beef on rice paper or lettuce leaf, top with vegetables and basil.
- Roll tightly, tucking in sides.
- Garnish with cilantro and lime wedges; serve immediately.
Notes
These rolls are best served fresh. For meal prep, keep beef and vegetables separate from rice paper until assembly.
